China starts 'combat ready' patrols in disputed South China Sea

The move comes amid rising tensions between China and its neighbors over disputed islands in the resource rich area.

China has begun combat-ready patrols in the waters around a disputed group of islands in the South China Sea, the Defence Ministry said on Thursday, the latest escalation in tension over the potentially resource-rich area.

Asked about what China would do in response to Vietnamese air patrols over the Spratly Islands, the ministry's spokesman, Geng Yansheng, said China would "resolutely oppose any militarily provocative behavior."

"In order to protect national sovereignty and our security and development interests, the Chinese military has already set up a normal, combat-ready patrol system in seas under our control," he said.

"The Chinese military's resolve and will to defend territorial sovereignty and protect our maritime rights and interests is firm and unshakeable," Mr. Geng added, according to a transcript on the ministry's website of comments at a briefing.

He did not elaborate. The ministry does not allow foreign reporters to attend its monthly briefings.

China is involved in long-running disputes with Vietnam and the Philippines about ownership of the South China Sea and its myriad, mostly uninhabited, islands and atolls. Taiwan, Malaysia and Brunei also have claims.

Last week, China said it "vehemently opposed" a Vietnamese law asserting sovereignty over the Paracel and Spratly Islands, which straddle key shipping lanes and are thought to contain rich energy reserves.

That row came days after an easing in a months-long standoff between China and the Philippines, but shows the persistent cycle of territorial frictions triggered by what some see as China's growing assertiveness in the area.

The South China Sea is potentially the biggest flashpoint for confrontation in Asia, and tensions have risen since the United States adopted a policy last year to reinforce its influence in the region.

At stake is control over what are believed to be significant reserves of oil and gas.

CNOOC, China's offshore oil specialist, said on its website last weekend that it would invite foreign partners to explore jointly and develop nine blocks in the western part of the South China Sea this year.

On Tuesday, Vietnam said CNOOC's plan was "illegal" and the blocks encroached on Vietnamese territorial waters.

At a regular briefing on Wednesday, China's Foreign Ministry spokesman, Hong Lei, insisted that the tenders were in accord with Chinese and international law and urged Vietnam not to escalate the dispute.

New way of probing exoplanet atmospheres

ScienceDaily (June 27, 2012) ? The planet Tau Bootis b [1] was one of the first exoplanets to be discovered back in 1996, and it is still one of the closest exoplanets known. Although its parent star is easily visible with the naked eye, the planet itself certainly is not, and up to now it could only be detected by its gravitational effects on the star. Tau Bootis b is a large "hot Jupiter" planet orbiting very close to its parent star.

Like most exoplanets, this planet does not transit the disc of its star (like the recent transit of Venus). Up to now such transits were essential to allow the study of hot Jupiter atmospheres: when a planet passes in front of its star it imprints the properties of the atmosphere onto the starlight. As no starlight shines through Tau Bootis b's atmosphere towards us, this means the planet's atmosphere could not be studied before.

But now, after 15 years of attempting to study the faint glow that is emitted from hot Jupiter exoplanets, astronomers have finally succeeded in reliably probing the structure of the atmosphere of Tau Bootis b and deducing its mass accurately for the first time. The team used the CRIRES [2] instrument on the Very Large Telescope (VLT) at ESO's Paranal Observatory in Chile. They combined high quality infrared observations (at wavelengths around 2.3 microns) [3] with a clever new trick to tease out the weak signal of the planet from the much stronger one from the parent star [4].

Lead author of the study Matteo Brogi (Leiden Observatory, the Netherlands) explains: "Thanks to the high quality observations provided by the VLT and CRIRES we were able to study the spectrum of the system in much more detail than has been possible before. Only about 0.01% of the light we see comes from the planet, and the rest from the star, so this was not easy."

The majority of planets around other stars were discovered by their gravitational effects on their parent stars, which limits the information that can be gleaned about their mass: they only allow a lower limit to be calculated for a planet's mass [5]. The new technique pioneered here is much more powerful. Seeing the planet's light directly has allowed the astronomers to measure the angle of the planet's orbit and hence work out its mass precisely. By tracing the changes in the planet's motion as it orbits its star, the team has determined reliably for the first time that Tau Bootis b orbits its host star at an angle of 44 degrees and has a mass six times that of the planet Jupiter in our own Solar System.

"The new VLT observations solve the 15-year old problem of the mass of Tau Bootis b. And the new technique also means that we can now study the atmospheres of exoplanets that don't transit their stars, as well as measuring their masses accurately, which was impossible before," says Ignas Snellen (Leiden Observatory, the Netherlands), co-author of the paper. "This is a big step forward."

As well as detecting the glow of the atmosphere and measuring Tau Bootis b's mass, the team has probed its atmosphere and measured the amount of carbon monoxide present, as well as the temperature at different altitudes by means of a comparison between the observations and theoretical models. A surprising result from this work was that the new observations indicated an atmosphere with a temperature that falls higher up. This result is the exact opposite of the temperature inversion -- an increase in temperature with height -- found for other hot Jupiter exoplanets [6] [7].

The VLT observations show that high resolution spectroscopy from ground-based telescopes is a valuable tool for a detailed analysis of non-transiting exoplanets' atmospheres. The detection of different molecules in future will allow astronomers to learn more about the planet's atmospheric conditions. By making measurements along the planet's orbit, astronomers may even be able to track atmospheric changes between the planet's morning and evening.

"This study shows the enormous potential of current and future ground-based telescopes, such as the E-ELT. Maybe one day we may even find evidence for biological activity on Earth-like planets in this way," concludes Ignas Snellen.

The same team of astronomers tested this technique before on a transiting planet, measuring its orbital velocity during its crossing of the stellar disc.

[5] This is because the tilt of the orbit is normally unknown. If the planet's orbit is tilted relative to the line of sight between Earth and the star then a more massive planet causes the same observed back and forth motion of the star as a lighter planet in a less tilted orbit and it is not possible to separate the two effects.

[6] Thermal inversions are thought to be characterised by molecular features in emission in the spectrum, rather than in absorption, as interpreted from photometric observations of hot Jupiters with the Spitzer Space Telescope. The exoplanet HD209458b is the best-studied example of thermal inversions in the exoplanet atmospheres.

[7] This observation supports models in which strong ultraviolet emission associated to chromospheric activity -- similar to the one exhibited by the host star of Tau Bootis b -- is responsible for the inhibition of the thermal inversion.

Just as?Google's developer conference was getting started, details of the company's?rumored Nexus 7 tablet emerged. As previously reported, it is a 7-inch tablet powered by a Nvidia?Tegra 3 quad-core processor?that will run Android 4.1 Jelly Bean, and come in 8GB ($199)?and 16GB versions ($249). You can order today, but it ships in mid-July.

The display is true high-def ? 1280x800, so a bit better than 720p ? and there's a front-facing 1.2-megapixel camera and microphone?for video chatting, though there's no rear-facing camera. (That's okay -- do you really take pictures with tablets?) It also has a micro?USB port, GPS, near-field communication and both Wi-Fi and Bluetooth. There's no mention of an SD card slot for expanding the memory, however.

Not surprisingly, it was built by (and even branded)?Asus, the manufacturer that had already?made the most headway with quad-core gamer-friendly Android tablets. (See our video on the Transformer Prime below.)

Clearly, at a starting price of $199, the Nexus 7 is positioned to compete with the similarly 7-inch?Kindle Fire, rather than taking on the 9.7-inch?iPad (and the 10.6-inch Surface tablet from Microsoft).

Cutting through all the distractions at work

Some of us get pushed off balance by the slightest interruptions at work, while others easily tune out distractions. The truth is, nobody is completely attentive to their work 100 percent of the time ? and we can all use some guidance on ways to ignore disruptions in the office.

We turned to career experts Phyllis Mufson, Andy Teach and Meredith Haberfeld to find out what to do.

?At work, just as in life, distractions are par for the course. The key point is how well you manage them,? saidHaberfeld, an executive coach, and co-founder of the Institute for Coaching.

Teach, a corporate veteran and author of From Graduation to Corporation: The Practical Guide to Climbing the Corporate Ladder One Rung at a Time, agreed: ?All workers have trouble with distractions in the workplace to some degree. The key is to limit those distractions as much as possible.? However, Teach believes occasional workplace distractions can actually be a good thing. ?We?d all get burnt out pretty quickly if we didn?t get distracted from time to time and take our minds off of work. The danger, however, is when distractions take up too much of our time and prevent us from getting our work done,? he said.

If those interruptions in the office are not managed, they can seriously erode your ability to focus and may lead to factual mistakes and poor judgment, which can lead to poor performance, said Mufson, a Sarasota-based career coach.

Frequent distractions can also negatively affect your mood, Teach said. Why? They can prevent you from getting your work done on time, which creates more stress for you and consequently makes you more frustrated and unhappy at work.

Mufson added: ?Happiness largely comes from feeling that you are doing a good job at work that has meaning to you and seeing positive results from your efforts. It takes skill and focus to produce high-quality work at the top of your game. Distractions can decrease focus, which increases stress, which can intensify any poor work habit you may have. Distractions can acerbate all of the issues that lead to poor performance, creating a negative spiral where poor performance leads to more stress which leads to more poor performance, and so on.?

Distractions range from external annoyances like loud phone talkers in open cube space to self-distractions such as Facebook, personal email or surfing the Web, Haberfeld said. ?Moreover, work-style habits can cause real distraction and are often masked as ?unavoidable work issues,? like spending your day checking and answering email or prioritizing your day based on whatever comes across your desk, keeping you from getting much of your other work done.?

Though the frequency and nature of distractions depends on your line of work, office setup, workplace culture and the size of your company, among other things, there are a number of common workplace disruptions that many of us endure. Those include: unceasing email (personal and work), text messages, social media and other websites not related to work, personal calls, co-worker or client interruptions, last-minute requests, unscheduled meetings, audible distractions (i.e., music, television, email alerts, IM?s, phones ringing, other people?s phone conversations, noisy copy machines or printers, people or vehicles going by outside your window, elevator doors or restroom doors opening and closing, etc.), gossiping co-workers, and micromanaging supervisors.

If you regularly lose focus at work because of one or more of these distractions, there are a few things you can do:

Manage your time and space
?Reserve regular blocks of time for work that requires concentration,? Mufson said. ?Try using the first hour at work to make headway in your most difficult project. Ask your co-workers for quiet time, and if that is not possible, take your work into a conference room or other quiet space,? she suggested.

Limit technology interruptions
Spending a few minutes each day checking personal email, handling an online bank transfer or texting is not a problem, but doing any of these in excess will distract you from your work, Haberfeld said. ?Turn off email and text alerts and, if your role allows, only check your messages two to three times a day. Reserve your personal calls and errands for the lunch hour,? Mufson added.

Organize your workspace
Have a tray for incoming work and keep only the project you are working on now in front of you, Mufson suggested. If your workspace tends to the chaotic, it may be a sign that you are a visual organizer and the common organizing tips won?t work for you.

Learn self-management
Learning self-management skills will help you increase your focus and reduce stress, Mufson said. ?Peoples? work styles are different. Some of us are naturally more distractible, or more social, or more physically restless. Rather than beating yourself up for your lack of focus, experiment to learn what works for you.?

Make a plan
Haberfeld advises picking your top two distractions and giving two weeks' attention to keeping them high on your radar and resolving them. ?Create a strategy and keep honing it as you see what works and what doesn?t.?

And share it
If you are prone to self-distraction, ask a friend at work to have a designated check-in time each week to go over your progress,? Haberfeld said. Letting others know about your strategy to minimize distractions will help you stay focused.

Take action
If your day is riddled with people walking over to meet with you at their convenience, Haberfeld said, get the friendly word out that you?re setting up designated office hours for walk-ins.

Take care
It's also important to take care of your health. That begins with getting enough sleep. Lack of sleep makes you tired, irritable and erodes your ability to focus, Mufson said. ?Drink water and stay hydrated. Being even a little dehydrated will make you feel tired and sluggish ? and possibly more susceptible to distractions.

Take it easy
Take time at the end of the day to reflect on your day and what you want to focus on tomorrow. Write your priorities for the next day and review your list when you come in.

Flipboard, one of the first apps that sold many on the idea of the iPad being more than an oversized iPhone, makes its first jump to the Android platform, as a smartphone app. Compatible with Android 2.2 and higher, the free Flipboard for Android delivers the same excellent social reading experience, albeit in smaller, slightly tweaked form. Flipboard for Android has a few niggles?namely the lack of dedicated offline reading and the lack of a dedicated tablet version?but it's still a slick, highly accessible Android reading app that now features Google+ and YouTube support.

The Flipboard ExperienceYou'll be familiar with Flipboard for Android if you've spent time with Flipboard (for iPad)?(Free, 4.5 stars). It features a large rectangular Cover Stories panel featuring highlighted recent articles, and smaller square panels that showcase the latest articles from the sources to which you've subscribed. If the article has an image, it's displayed as a thumbnail that fronts the panel. Overall, the interface, despite being smaller than the iPad version's, looks great is surprisingly uncramped. News Republic, a rival app, is a bit visually cluttered in comparison?and it features advertising at the bottom of the screen.

There are two differences of note from the iPad version of Flipboard: You navigate the Flipboard for Android interface by swiping up or down, not horizontally as with Flipboard for iPad. The change is a welcome, as it feels more natural to navigate with your thumb when using a phone. In addition, Flipboard only displays one article block per screen?the iPad version shows multiple. Don't consider this a drawback, however. This limitation prevents small, hard-to-read panels.

By default, you can't read articles without an internet connection, but you can save individual pages for offline reading if you have an Instapaper, Pocket, or Readability account. Google Currents (Free, 3.5 stars), and Android news aggregator, lets you save articles to your device without third-party apps. Flipboard for Android offers numerous ways to share content: Bump, Facebook, the newly added Google+, Skype, Twitter, email, and many more. I like the variety offered here. You can also leave comments on articles, and view articles in their original forms on their respective Web pages.

Flipboard for Android, much like Flipboard for iPad, is a superb alternative to standalone RSS feed readers, browsing individual sites, and following Facebook and Twitter feeds. Being smartphone-centric, it's not quite as easy to read as the iPad version, which displays articles on a magazine-size 9.7-inch display. Still, Flipboard is an excellent Android phone app that's worthy of an Editors' Choice award.

Teen lesbian couple shot in Texas park

Police are investigating the shooting of two teenage girls in a small Texas community along the Gulf of Mexico. KRIS reporter Lindsay Curtis has the story.

Two teenage girls in a relationship were found with gunshot wounds to the head in a south Texas park, with one of them dying from her injuries, media reports say. Police were searching for their assailants.

Mollie Judith Olgin, 19, and Mary Christine Chapa, 18, were found in knee-deep grass in a nature area in Portland by a couple Saturday, said Portland Police Chief Randy Wright, who confirmed to msnbc.com details first reported by the Corpus Christi Caller Times.

Olgin, originally from Ingleside but recently living in Corpus Christi, died; Chapa, of Sinton, was rushed to a hospital where she had surgery and was in serious but stable condition on Sunday, local NBC affiliate kristv.com reported. Wright said Chapa was still in the hospital on Monday.

Friends told kristv.com that the girls had been together five months. Wright said he didn?t have any information about their relationship, noting that ?we understood from their friends that they were (in a romantic relationship). I know from ? Mollie?s parents that they were very close.?

When asked if police had been able to determine if the girls' sexuality played any role in the shootings, Wright told msnbc.com: ?That?s always something that we?re looking for, but as of this point, we have not been able to establish that that had anything to do with the attack.?

He said they had been in communication with Chapa. He noted all indications were that ?third parties? were involved in the assault.

?If we had a name, you know, we?d be having a different conversation right now. But we have not been able to gather enough information to identify a suspect yet,? he said. ?It appears as if ? this was not just a random attack but that?s something that we really have to develop over time.?

Wright said police had recovered a bullet casing from a large-caliber gun at the scene, but they haven?t found the weapon. A resident living nearby reported hearing two loud bangs Friday before midnight but believed?they were?from firecrackers, the newspaper said.

The park, more of nature area with some parts overgrown and no lights, was generally frequented by visitors during the day. It is located along a bluff overlooking a bay, Wright said, with some homes situated nearby.

?We?re not really sure how they got to the point that they were found,? he said of the girls. ?It is a scenic overlook with a wooden deck and there is a place at the edge of the deck where you can actually go down a very steep incline into a grassy area that leads down to the shoreline and that?s where they found.?

Friends of the girls gathered at a local high school on Sunday. Olgin's roommate, Samantha Garrett, told kristv.com that the fun-loving couple hadn?t gotten any negative responses to their relationship and could not think of why anyone would want to harm them.

The crime rate is low in Portland, a bedroom community of Corpus Christi on the Gulf of Mexico, Wright said. The last homicide occurred two years ago.

SONOMA, Calif. (AP) ? Clint Bowyer and his crew chief both needed jobs at the end of last season. They found them at Michael Waltrip Racing, a team that survived a near-collapse in its first season only to struggle in its bid to rise above mediocrity.

The team then picked up Mark Martin, who needed a team that would let him race a partial schedule. Later came Brian Vickers, who was out of work but willing to fill the seat for some of Martin's off days. The team overhauled its approach, changed its way of thinking, and made sweeping upgrades throughout the organization.

It's made for a dramatically improved organization all year, and now MWR has its first victory of the season.

Bowyer, led by former Juan Pablo Montoya crew chief Brian Pattie, earned his first win on a road course Sunday by holding off Kurt Busch at Sonoma.

"I've had good teammates and good stuff before, but never like this," said Bowyer, who left Richard Childress Racing at the end of last season when a contract extension couldn't be completed.

"This is a young group, Michael stuck it out and I'm telling you, he's fixing to reap the benefits. He's worked hard."

Waltrip was beaming after the win, his third since the team was formed in 2007.

"This place just reminds me on how mightily Michael Waltrip Racing struggled when we started," Waltrip said. "Just five short years ago we were here and wondering what our future was like and how we were going to survive. We probably appreciate this more than anybody ever could, because we know how close we were to just not being around anymore, just six months out of our start.

"So to stand up there, be able to cheer with Brian Pattie and the team and see Clint take the checkered flag after all we have been through, it's just really special."

Bowyer had to hold off Busch on the winding 1.99-mile road course. Although Bowyer finished fourth three previous times on this road course, his background is on dirt tracks and this style of racing isn't his strong suit.

So the irony of winning Sunday wasn't lost on Bowyer.

"To have this dirt boy from Kansas at Victory Lane on a road course is big, trust me," Bowyer said. "I saw Jeff Gordon, he's sitting there on the wall, he's won this race many times, he's a champion of this sport and I just beat him. I passed Jeff Gordon, and you have no idea, a young racer from Kansas, you don't forget stuff like that."

Bowyer dominated by leading 71 of the 112 laps. Defending race winner Busch, in an unsponsored car, was all over the bumper of Bowyer's Toyota late and got a final shot at taking the win away when caution flew with four laps remaining.

Only Busch damaged his car with roughly eight laps to go, and he worried the entire caution period whether his Chevrolet was ruined and had no chance of catching Bowyer through the two-lap overtime sprint to the finish.

Bowyer raced side-by-side with Busch at the green flag, then cleared Busch and pulled away for the win.

"Kurt raced me clean, he bumped me and roughed me up, but never did anything to jeopardize either one of us," Bowyer said.

It was a strong day all-around for MWR, which got a fourth-place finish from Vickers, who was back to NASCAR after racing last weekend at Le Mans. Martin Truex Jr. led 15 laps, and was running in the top 10 until a late-race incident with Joey Logano dropped him to 22nd.

Waltrip believes Vickers could have a stronger future with the team.

"Certainly is a possibility to add Brian to our driver lineup with a fourth team, or even have him hang around another year, and if Mark ever gets done driving ? which I wouldn't wait around for Mark to quit if I was him," Waltrip said.

"If you think of somebody's attitude that is 180 degrees different, he struggled getting tangled up with folks, and he started the season saying 'I'm not that guy, I know how to race these cars and I'm going to prove it.' He's been amazing for our organization."

Tony Stewart passed Busch on the final lap to claim second, but said it was because Busch's car was struggling.

"Kind of got it by default there to a certain degree. Once we got by there, we just were not close enough in that last lap to get to Clint," Stewart said.

Busch wound up third. He was emotional after ? Busch missed Pocono earlier this month because he was suspended by NASCAR for verbally abusing a media member ? and said he was thrilled to compete for the win in an underfunded, unsponsored Phoenix Racing car.

"It's an amazing day, when you can do what we did," Busch said. "I'm a little choked up because A: We were in position. B: I was very considerate to Bowyer, who was going for his first win with the new team. And then C: which is most important, I made a mistake, I got into those tires in turn 11."

Busch, who has struggled with his temper on and off the track, saw a silver lining in his strong finish.

"If I can get my head on straight here, and after the race, then I could be able to race every weekend and go for victories," Busch said.

Vickers was fourth for MWR, followed by Hendrick Motorsports teammates Jimmie Johnson and Jeff Gordon.

Greg Biffle was seventh, followed by pole-sitter Marcos Ambrose, AJ Allmendinger and Joey Logano.

Most everyone believed the race would be a runaway win for either Ambrose or Gordon, but neither really contended.

Ambrose led the first 11 laps before plummeting through the field, and said the setup on his Richard Petty Motorsports Ford was just off.

"We really missed it," he said. "We missed it bad, and we did good to recover and get a top-10 out of it. We will take it and move on. We got the pole and had a lot of speed; we just missed it for the race.

"We were slow. It was just terrible. We had no speed in the car and we paid the price."

Gordon led one time for 13 laps before running out of gas as he was headed in for a scheduled pit stop.
