UN: Civilian deaths drop 36 percent in Afghanistan

KABUL, Afghanistan (AP) ? The number of Afghan civilians killed so far this year dropped 36 percent so far this year compared with last, the U.N. said Wednesday, the first time the death toll has declined over multiple months since the United Nations started keeping track.

The senior U.N. envoy for the country, Jan Kubis, called the trend promising but cautioned that too many civilians were still being caught up in the violence as insurgents fight Afghan and foreign forces.

Kubis' office said 579 civilians were killed in the first four months of this year, down from 898 killed in the same period of 2011. The number of wounded dropped from 1,373 to 1,216 in the January to April period.

James Rodehaver, a U.N. human rights officer in Afghanistan, noted the death toll has sometimes declined from month to month since the U.N. started tracking attacks in 2007, but never over such a sustained period.

The Taliban and their allies are responsible for most civilian casualties, according to U.N. figures. In the first four months of 2012, anti-government forces caused 79 percent of civilian casualties and Afghan and foreign forces 9 percent, Kubis said in remarks in Kabul. It was not clear who was responsible for the remaining 12 percent of the casualties, he said.

In a reminder of the dangers facing Afghans, a roadside bomb killed three district government employees on their way to work Wednesday in eastern Nangarhar province's Deh Bala district, said district chief Asrarullah.

Two NATO coalition service members also were killed Wednesday in southern Afghanistan ? one by a homemade bomb and the other by an insurgent attack, the coalition said, without providing further details.

The deaths raised the number of coalition troops who have died in Afghanistan this year to 174.

Kubis also urged the country's allies Wednesday not to neglect social and economic aid to Afghanistan as they commit to funding government security forces.

Afghanistan needs billions of dollars in international support to survive economically and avoid descending into further chaos as the U.S. and other countries in the NATO coalition seek to withdraw most of its combat forces by the end of 2014, both the Afghan government and its allies have said.

Kubis said he believes the $4.1 billion needed each year to support and continue training Afghan security forces starting in 2015 "will be reached and is achievable." The Afghan government is slated to provide just $500 million of that.

Last year, Afghanistan received $15.7 billion in aid, representing more than 90 percent of its public spending, according to the World Bank.

In the north, meanwhile, Taliban attacked a hilltop police post in Badakhshan's Warduj district late Tuesday, triggering heavy fighting that killed eight policemen and six militants, according to the provincial governor's spokesman, Abdul Maruf Rasikh. Two policemen and 11 militants were also wounded, he said Wednesday.

The Taliban claimed responsibility for the attack in a statement sent to reporters by the group's spokesman Zabiullah Mujahid.

Badakhshan province is relatively peaceful but has experienced periodic attacks. Two foreign doctors and their three Afghan colleagues were kidnapped last week in Badakhshan.

Some of the steepest mountain slopes in the world got that way because of the interplay between terrain uplift associated with plate tectonics and powerful streams cutting into hillsides, leading to erosion in the form of large landslides, new research shows.

The work, presented online May 27 in Nature Geoscience, shows that once the angle of a slope exceeds 30 degrees whether from uplift, a rushing stream carving away the bottom of the slope or a combination of the two landslide erosion increases significantly until the hillside stabilizes.

"I think the formation of these landscapes could apply to any steep mountain terrain in the world," said lead author Isaac Larsen, a University of Washington doctoral student in Earth and space sciences.

The study, co-authored by David Montgomery, a UW professor of Earth and space sciences and Larsen's doctoral adviser, focuses on landslide erosion along rivers in the eastern Himalaya region of southern Asia.

The scientists studied images of more than 15,000 landslides before 1974 and more than 550 more between 1974 and 2007. The data came from satellite imagery, including high-resolution spy satellite photography that was declassified in the 1990s.

They found that small increases in slope angle above about 30 degrees translated into large increases in landslide erosion as the stress of gravity exceeded the strength of the bedrock.

"Interestingly, 35 degrees is about the same angle that will form if sand or other coarse granular material is poured into a pile," Larsen said. "Sand is non-cohesive, whereas intact bedrock can have high cohesion and should support steeper slopes.

"The implication is that bedrock in tectonically active mountains is so extensively fractured that in some ways it behaves like a sand pile. Removal of sand at the base of the pile will cause miniature landslides, just as erosion of material at the base of hill slopes in real mountain ranges will lead to landslides."

The researchers looked closely at an area of the 150-mile Tsangpo Gorge in southeast Tibet, possibly the deepest gorge in the world, downstream from the Yarlung Tsangpo River where the Po Tsangpo River plunges more than 6,500 feet, about 1.25 miles. It then becomes the Brahmaputra River before flowing through the Ganges River delta and into the Bay of Bengal.

The scientists found that within the steep gorge, the rapidly flowing water can scour soil from the bases, or toes, of slopes, leaving exposed bedrock and an increased slope angle that triggers landslides to stabilize the slopes.

From 1974 through 2007, erosion rates reached more than a half-inch per year along some 6-mile stretches of the river within the gorge, and throughout that active landslide region erosion ranged from 0.15 to 0.8 inch per year. Areas with less tectonic and landslide activity experienced erosion rates of less than 0.15 inch a year.

Images showed that a huge landslide in early 2000 created a gigantic dam on a stretch of the Po Tsangpo. The dam failed catastrophically in June of that year, and the ensuing flood caused a number of fatalities and much property damage downstream.

That event illustrates the processes at work in steep mountain terrain, but the processes happen on a faster timescale in the Tsangpo Gorge than in other steep mountain regions of the world and so are more easily verified.

"We've been able to document the role that landslides play in the Tsangpo Gorge," Larsen said. "It explains how steep mountain topography evolves over time."

CANNES, France (AP) ? Nicole Kidman's red carpet date travelled for 35 hours to join her in Cannes.

The actress's husband ? musician Keith Urban ? made the trip from Sydney, where's he's been filming "The Voice," to escort her up the famous Palais stairs at the Cannes Film Festival for the screening of her film, "The Paperboy."

And Kidman says his effort meant "everything" to her: "As long as he's there, he's my rock, everything's fine. I feel a little out to sea if he's not there."

Not that she didn't know what she was doing. It's the star's fifth time in Cannes, so she's used to the huge photo calls, press conferences and international interviews in the palm-tree scattered French coastal resort.

This time Kidman has two movies showing ? "The Paperboy," which is competing for the Palme d'Or top prize, and, outside of competition, the HBO movie "Hemingway & Gellhorn."

"The Paperboy," director Lee Daniels' steamy Southern noir in which she stars with Zac Efron and Matthew McConaughey, received mixed reactions at press screenings before the premiere ? so the cast were delighted when the audience took to their feet to clap for 15 minutes after seeing it.

While a teary Efron described the ovation as one of the most profound moments of his life and the rest of the cast was overwhelmed, Kidman remained dry-eyed ? if appreciative.

"We got an amazing standing ovation, which was great. This is my fifth time so I've had many, many, many different reactions," she said in an interview with The Associated Press. "That's the longest standing 'O' I've ever gotten at Cannes."

"Lee was crying, but I wasn't crying. I cry at my kids, I cry with my family, I don't really cry outside of that ? that's the stuff that brings me to tears!" Kidman said. "All of this other stuff, the glitter, and those sort of things, I'm more sort of immune to at this stage. It's probably because I've been doing it for so long."

She credits putting showbiz further down her list of priorities with keeping her relationship on an even keel, even if it does involve a lot of international travel.

"Keith and I have been at this for a long time. We know where it all stands, so there's kind of a practicality in a sense," she explained.

While that doesn't sound very romantic, Kidman says they manage to keep it going, even on the road.

"We can have a really cool life together because that's what matters. In terms of romance, for us, that's so much more important than any of this," she says, gesturing to the lights and the cameras pointing at her.

The 65th Cannes Film Festival runs to Sunday, when the jury sits down to choose its prizewinners.

SAN FRANCISCO (AP) ? Crowds gathered along San Francisco's waterfront Sunday, while San Francisco Bay was crowded with pleasure boats, tug boats and other vessels as the city celebrated the 75th anniversary of the Golden Gate Bridge.

Tens of thousands of people were expected to flock to the area to enjoy a number of events taking place along a section of waterfront stretching from Fort Point south of the bridge to Pier 39 along The Embarcadero.

At least several thousand people had gathered along the waterfront by Sunday afternoon, said Mary Currie, public affairs director for the Golden Gate Bridge, Highway and Transportation District.

"Everyone is biking and walking and looks very happy," she said. "We're off to a great start."

San Francisco resident Daniel Sutphin and his family were among those in the crowd enjoying the day and the views of the bridge.

"It's such an iconic structure, depending on the day or the hour, it just looks like it changes continuously," Sutphin said as he walked through the Fort Point area with his wife and their three young children.

Since it opened in 1937, more than two-billion vehicles have crossed the 1.7-mile-long bridge named after the Golden Gate Strait, the entrance of water to San Francisco Bay from the Pacific Ocean, and championed by engineer Joseph Strauss in the 1920s.

Because of the crowds expected and with no parking available near the bridge, officials were urging people to take mass transit to the events.

The California Highway Patrol was planning on shutting down traffic across the bridge from 9 p.m. through 10 p.m. for a monumental fireworks display set to take place over the bridge.

In a stark contrast to the thousands of celebrants, members of the group the Bridge Rail Foundation, an organization dedicated to stopping suicide jumps from the bridge, erected a display of 1,558 pairs of shoes, representing the number of people who died in leaps form the bridge since it opened in 1937.

"It's a symbol of how deep and serious this problem has been," said Paul Muller, a spokesman for the group. "We're still losing 30 to 35 a people a year off the bridge," he said.

Meanwhile on the water, Golden Gate ferries were running again after a one-day strike disrupted service across San Francisco Bay on Saturday.

Workers represented by the Inlandboatmen's Union walked off the job on a day strike, forcing the cancellation of ferries operated by Golden Gate between Larkspur, Sausalito and San Francisco.

The strike was called after nearly a year of negotiations over workloads and other matters, said Marina Secchitano, the union's regional director.

California Gov. Jerry Brown issued a statement Saturday evening, saying that he was appointing a board to investigate the strike, which, he claimed, created a disruption to public service.

Secchitano disputed the governor's claim, questioning the motivation to call for an investigation after a one-day strike. "(This is) an action to try to silence us," she said.

"They're counting on this process to back our membership off the issue," she said.

Ferry and union officials said service resumed Sunday when workers returned to work.

APPLICANTS for jobs with the Australian Defence Force are being asked if they are gay or if they're good at sex as part of psychological testing.

Other questions include if candidates are cheating on their partners, if they are addicted to pornography or if they've ever made a sex tape.

A candidate told this week of being offended by an "extremely personal" line of questioning during the test.

Another employee at the ADF confirmed being asked sexually orientated questions during recruitment.

The potential recruits were told the questions were necessary to ensure they had no secrets that could be used if someone tried to blackmail them in the future for sensitive information.

Defence Minister Stephen Smith said yesterday the sexually explicit questions served "no useful purpose" and were "not within the testing parameters".

A Defence Force spokesman said the psychological tests were outsourced to a "workforce solutions" company called ManpowerGroup.

"Release of test items and interview questions asked of applicants undergoing the ADF selection process into the public domain would potentially undermine the process," the spokesman said.

"Making such knowledge public would allow candidates to develop and rehearse their responses to better manage the impression they give in the assessments."

ManpowerGroup declined to elaborate on the questions they put to candidates.
